Garth was born on February 5, 1968 in Columbus, Ohio. He is a 1986 graduate of Findlay High School, and graduated cum laude from Loyola University of Chicago with a Bachelor of Arts degree in 1990. Garth attended Drake University Law School, graduating in 1993. Garth was a partner with the law firm of Kentris, Brown, Powell and Balega before joining Drake, Phillips, Kuenzli & Clark in the fall of 1998. Garth became a partner at Drake, Phillips, Kuenzli & Clark in 1999.
Garth resides in Findlay with his wife, Carmen. They have two daughters, Mikayla and Aubrey. He is a member of the Findlay Elks (Lodge #75), as well as the Ohio and Hancock County Bar Associations. He is a former City of Findlay Council member, and a former Member of the Board of Directors for the Benton Ridge Telephone Company.
